WHY SUCH SHORT NOTICE? 
THE JIV/PENN, IN THEIR USUAL FORM, POSTED THE APPLICATION AT THEIR CONSTRUCTION SITE NOT READILY VISIBLE TO THE PUBLIC UNTIL A RESIDENT STOPPED TO COMPLAIN ABOUT THE PLACEMENT OF THE TRAFFIC SIGNS FOR THE 45 MPH AREA AND SAW THE SIGN AND TOOK A PICTURE OF THE APPLICATION.

OBVIOUSLY, THEY DID NOT WANT THE COMMUNITY TO RESPOND. YOU CAN BRING YOUR SIGNED FORM TO THE REAL ESTATE RESULTS OFFICE, AND WE WILL HAND DELIVER ON WEDNESDAY. DROP OFF AT 13805 LYONS VALLEY ROAD & 94.

A. Some grounds for protest or denial of a license are:
(a) Applicant is not qualified. For example, the applicant falsified his application, has a disqualifying police record, has a record of chronic insobriety, is not the true owner, or is not at least 21 years of age, and/or
(b) Premises is not suitable. For example the premises is too close to a school [and school buses travelling 94 throughout the day], church, hospital, playground, nonprofit youth facility or residence and would disturb the facility or resident; the premises is located in a high-crime area and does not serve public convenience or necessity; the applicant does not have legal tenancy; the license would create a public nuisance; zoning is improper for alcohol sales.

Below is a graph with numbers cited in U-T 6/7/2-13.   The number of fatalities per mile on 94 leading to the casino site is double Barona's and nearly 5 times Sycuan's.  And that is WITHOUT a casino, 5 fixed bars, and liquor served 20 hours/day. 

From SD U-T 6/07/2015: "People are already dying on Route 94. Between 2002 and 2011, there were 24 fatalities on a 10-mile stretch near where the casino would go, according to state collision data. (The numbers were provisional for 2011.) That breaks down to 2.4 fatalities per mile in that decade. In the same period, there were .44 fatalities per mile on all unincorporated county roads."
